SubCarrier Systems Corporation (SCSC) is a small consultancy offering support services to customers developing products to operate within US National Intelligent Transportation Systems (ITS) standards. ITS standards define how systems, products, and components can interconnect, exchange information and interact to deliver services within a transportation network. Generally, these standards are open-interfaced and establish rules for how ITS devices can communicate, how they can connect, and how they can exchange data in order to interoperate. ITS encompasses a broad range of wireless and wire line communications-based information and electronics technologies and when integrated into a transportation system's infrastructure these technologies relieve congestion, improve safety and enhance American productivity. These standards operate using well-defined functional interfaces that are expressed as messages. Unfortunately, these message sets provide little guidance on when to use them, for example, defining how to exchange data but not why you would. For this task, guides to understand content and application are needed. More than likely, multiple related standards can be combined in a way that shows what items are required for deployment needs and which ones are not. Local tailoring is the process of taking a set of national standards, making it into precisely what is needed for deployment and ending up with a well-documented final result. Standards themselves help to provide a wide array of optional choices and interpretive methods to achieve goals. Local phases will need to be mapped and mapping to legacy items will need to be established and documented. Most deployment need to accommodate a variety of diverse legacy systems into a common messaging system of the ITS standard.
