The objective of the project outlined in this proposal is to determine the feasibility of a communications tool that could prioritize and optimize information exchange. Information exchange requires communication across multiple internal and external network systems utilizing a submarine’s limited external communications capability, multiple internal networked subsystems and multiple classification enclaves. An automated information communication tool must be adaptive to the information type, quantity and quality; operational mission; information classification level and system classification posture; communication system limitations; and the assessed need for the information (both internal and external). The tool must drive the priority and data compression of information to be both sent and received on or off board the submarine. An analysis of submarine subsystems’ information exchange requirements (IERs) and external entities IERs will be performed as a first step of this project. The second step, perform a study of the application of open-source and commercialized information prioritization techniques and digital compression technologies to fleet-driven requirements of communications capabilities under various submarine mission types. The last step, define the communications tool design requirements to perform the required prioritization, packaging, and transmission/reception of information across FORCEnet interfaces in various security postures and determine the feasibility of its development.

The objective of the project outlined in this proposal is to design, build, test, and integrate a Communications Prioritization Tool (CPT) that will prioritize and optimize information exchange. Information exchange requires communication across multiple internal and external network systems utilizing a submarine’s limited external communications capability, multiple internal networked subsystems and multiple classification enclaves. The CPT will be adaptive to information type, quantity and quality; operational mission; information classification level and system classification posture; communication system limitations; and the assessed need for information (both internal and external). The CPT will drive the priority and data compression of information to be both sent and received on or off board the submarine. A refinement and expansion of the CPT specifications developed during Phase 1 will be performed as the first step of this project. The second step will be to build a stand-alone CPT prototype using open source software as well as a simulation environment to support test and evaluation of the CPT. The next step will be to test the CPT prototype in a development lab environment to ensure the CPT meets all its requirements. Final steps include integration and testing of the CPT in an External Communications System/SWFTS test facility.
