The implementation of new capabilities to existing Navy ships is limited by the availability of funds in today's budget restricted environment. To make better use of the available investment, a new reusable Mission Package Infrastructure (MPI) is needed that enables new capabilities to be implemented in a plug-and-play fashion without the recurring cost for the redevelopment of interfaces and control logic. To offer a solution to the problem, Tucson Embedded Systems (TES) proposes to develop a reusable modular MPI that supports the seamless integration of common capabilities across the Naval fleet. In Phase I, a capability-driven architecture (CDA) approach will be developed based on an analysis of the Navy's software development environment. An MPI will be developed that accommodates mission-critical components and allows reuse across the Navy's fleet in a plug-and-play fashion. The CDA approach for the MPIs will be validated using existing module interface documents, trace and gap analysis, and the peer review process.
