Phase I will provide a PC based software demonstration model of a Performance Assessment System (PAS), whose features and capabilities allow the user to make quantified evaluations of mission level effectiveness of selected shipboard combat weapon systems when degraded by Electromagnetic Interference (EMI). This proposed model will consist of system deactivation diagrams which represent the connectivity of the key components of the selected combat weapon system of a selected U.S. Navy combatant ship, which could be applied to other platforms such as aircraft, submarines, and shore stations. The application of this model will be used for identifying, quantizing and prioritizing platform vulnerabilities. The design of the model will augment the EMI analysis and simulation features of the Battleforce Electromagnetic Enviromnent System (BEES). An integral part of this effort will be to provide a method to quantify the impact of EMI at the platform level. The results of such a system will allow an acquisition Program Managers to prioritize their efforts and military Commanders to make tactical decisions based upon mission effectiveness.
