The goal of Phase I is to prototype a secure cloud-based system,an Intelligent Conveyor Belt(ICB), that receives NG-9-1-1 voice or multimedia from the public and securely delivers, via ESINet, an actionable artifact to the emergency responder within the PSAP EC3. Upon reception of the artifact, the emergency responder will have the real-time information needed to decide the next course of action. In the case of a viral payload within the MMS or file attachment, the incident process will incorporate portions of the NIST incident response life cycle process,which consists of the following steps: preparation, detection &analysis, containment eradication & recovery, and post-incident activity. We aim to answer the following questions to determine the feasibility of the virtual conveyor belt. 1.Which core sets of cloud techNlogies are needed to support the mission of PSAP EC3, in addition to storage, compute and message capabilities? 2.What is a suitable set of AI algorithms to apply for semantic, content and threat analysisof the MMS?3.What is a suitable set of AI algorithms for real-time analysis of voice content?4.How do we develop a flexible architecture that incorporates cybersecurity capabilities throughout the research phase? 5.How will our architecture incorporate disaster recovery practices in case a PSAP EC3 needs to be rapidly deployedor redeployed?
