Achieving Near Real Time Image Data for Emergency Management The contractor team shall develop a proposed structure for a near real time/real time data tasking, capture, and dissemination system. The team has developed COTS components that are viable for the DHS requirements. Pictometry and ITT have individually supported thousands of missions and have collected terabytes of data used successfully in emergency response. Together, their technologies span the full range of capabilities necessary for emergency response activities, from pre-planning through dissemination. Pictometry's experience in flight planning, capture, and processing of data combined with ITT's experience in image processing, compression, communications, and dissemination makes this an ideal team to develop and build an instantaneous remote sensing data receiving and processing system for emergency response. Our operational systems use a significant amount of automation throughout the capture and production processes. It is this degree of automation that enables a ready transition to near real time solutions. The Pictometry and ITT systems are designed for generic data types as well as data unique to Pictometry: metric oblique data. The solution will be modular and scalable to meet different levels of emergency response efficiently.

The team of Pictometry International, Harris RF and ITT Space Systems has provided a high level design and a capabilities demonstration for Phase I for the near real-time remote sensing data collection system: Real-time Airborne data Management System (RAMS). The system will utilize a varied suite of deployable receivers in the field based on diverse emergency response sensor needs. The objective of this Phase II effort will be to develop a commercially viable scalable system that can be used for disaster response, with special emphasis on large hurricane scenarios. The team has addressed the following in Phase II:o Developing mobile receive units and devising a solution to quickly deploy them in a disaster zone where infrastructure is destroyedo Automating flight planning so that aerial assets can be more effectively deployedo Processing data on the aircraft as part of the sensor technologyo Downloading large data streams from the aircraft to the mobile units in an efficient fashiono Quickly disseminating the data from the mobile units to multiple remote locations based on the requirements of each locationo Providing a command and control function to track aerial and ground assets and to redeploy based on emerging priorities
