This effort brings together the proven resource allocation capabilities of On Target Technologies a small veteran-owned business with their "state of the art" cross dependency target systems analysis (TSA) technology. We propose a proof of principle effort that will combine several proven models: Barlow's model of horizontal cross-dependency with weighting, Warden's model of vertical cross-dependency and their fusion into the WARLOW-McCrabb model of target vulnerabilities, capabilities and requirements
