Avascent Analytics provides a Commercial-off-the-Shelf (COTS), Technology Readiness Level - nine (TRL-9) suite of online and static defense systems and budgets analysis tools called the Modernization Strategy Planning Platform (MSPP). The MSPP disaggregates complex weapons systems into their constituent parts, offering a granular view of system cost across a wide variety of categories (mission, domain, technology category, and so on). The tools cover the United States, as well over 70 other countries, providing users with detailed insight into end-user spending patterns, economic constraints, supplier roles, and emerging requirements. The detailed analysis of weapons systems procurement exists in the context of rigorous economic and defense budget assessments, ensuring that end user's modernization ambitions are tempered by budget realities in the resulting forecast. MSPP tools are maintained and curated by a full-time staff of 20 analysts and supported by the broader staff of the leading aerospace and defense consulting firm. This allows Avascent to maintain depth and breadth of systems coverage and to provide timely updates to the underlying datasets. In addition to providing unlimited training on the tools themselves, Avascent analysts are available at no additional cost to engage in discussions that deal with the sources, methods, and assumptions.

Avascent Analytics provides a Commercial-off-the-Shelf (COTS), Technology Readiness Level – nine (9) (TRL-9) suite of analytic tools that track and forecast the military modernization plans of the United States and 70 other nations. The historical and forward-looking data that these tools provide allow planners to assess modernization plans by mission, capability, domain, source of supply, and other categories. These tools have been widely used by commercial clients for business strategy and planning purposes. This installed base provides strong evidence of commercial viability beyond the Phase II effort. The common methodology used to asses a wide variety of end-users allows for a common global view of military modernization, and the granularity of the data (which exists at the level of the major integrated sub-system, such as the AN/APG-79 Fire Control Radar or the AN/ARC-210 Radio) allows for a detailed assessment of nations' military capabilities. In this submission, Avascent proposes to equip strategy planning and security cooperation communities within the Air Force with these tools, modify them as directed by the user community, and use them as the basis for a series of special studies proposed by the sponsoring organizations. AFWIC will be the primary end user for this effort, and the Defense Security Cooperation Agency (DSCA) will be an alternate end user. This broad user base across the security cooperation enterprise will help facilitate a successful transition to Phase III at the conclusion of the proposed effort.
