The proposed Phase II Enhanced Personnel Accountability for Responders (EPAR) effort leverages prior Phase I activities that examined feasibility of integrating advanced commercial technologies and capabilities of the System Definition, Inc. (SDI) Advanced Personnel Accountability Application (APAA) with the Air Force Common Operating Picture for Event Response Situational Awareness (COPERS) system to create a modernized First Responder accountability solution for Air Force and DoD. SDIs innovative, state-of-the-art commercial APAA works with radio system resources and organization datasets to modernize incident personnel accountability activities to accurately and rapidly account for personnel at incidents. COPERS is an agile, scalable Air Force solution for an Event, Incident, and Emergency Response/Management common operating picture. Phase I outreach identified WPAFB Fire & Emergency Services and AFRL as key stakeholders and the AFLCMC DRF COP Office is interested in this integrated capability as a featured function for the DRF COP. The DRF COP POM is currently being worked in conjunction with A4C and AFIMSC. The developed capabilities directly assist First Responders by modernizing to a PTT-based personnel accountability application for simpler, streamlined, more accurate accountability within an Air Force COP that can support life-saving activities. It will bring state-of-the-art personnel accountability capabilities to the DoD environment.
