Adelos, Inc. has developed a commercial, ground-based fiber optic sensor for oil and gas pipeline leak detection and right of way intrusion monitoring using specialized optical microphonic amplification and neural net classification: Phosonic. The US Air Force (AF) has identified a need to detect, classify, localize, and track surface, subsurface and airborne threat targets outside strategic Weapon Storage Areas (WSAs) and notify GSC A3S Security Force Airmen of these threats. Subsurface threats are of extreme concern. Phosonic is applicable to this USAF operational security requirement and can be adapted to the WSA operational environment. Based upon performance during an AF RIF Program and AFWERX SBIR 19.3 Phase I end user and customer discussions with GSC A3S, Phosonic demonstrated a capability to detect, classify, and localize these targets at a TRL 6 level. Incorporating commercial advances in the neural net and optical amplifiers, GSC A3S, AFRL, NWC, and the 20 AF have stated an interest in testing and evaluating Phosonic at an operational WSA for a 12-month period to qualify at TRL 7. Given performance during the RIF and in commercial oil and gas pipeline markets, this proposal represents a low risk approach to meeting and exceeding the AF requirements for WSA perimeter situational awareness in a cost-effective manner, leveraging both existing AF and private investment in the Phosonic optical amplification and neural net classification. The Phosonic capability also meets various requirements for ICBM LF perimeter security, AF base perimeter security from land and waterborne threat, and has immediate application for the GBSD program.
