In this proposal, ISL and MTRI will develop an advanced cognitive fully adaptive radar (CoFAR) and electronic warfare (EW) resource optimizer and scheduler. While the basic architecture for CoFAR has been developed previously, there is a need for a real-time scheduler that can handle the many complex operations and demands on sensor tasking that will arise when operating in a highly contested environment. The scheduler will have significant contextual awareness and knowledge-aided (KA) capabilities inherent in a cognitive radar/EW architecture. To facilitate transition, the CoFAR scheduler will be designed such that it is implementable on commercial high-performance embedded computing (HPEC) systems such as field programmable gate arrays (FPGAs) and general-purpose graphical processing units (GP-GPUs).

A Cognitive Fully Adaptive Radar (CoFAR) resource allocation must optimize the performance by balancing many competing functional requests for limited resources (e.g., energy, timeline, etc.) among many radar modes, such as WAS, target tracking, target ID
