A recent study by RAND Corporation predicted that by 2023 the active duty pilot deficit will be approximately 1,607 personnel. Current statistics show a deficit of 800 active duty pilots and 1,150 reserve pilots, but rated career fields are not the only ones experiencing a retention problem. The majority of career fields in the Air Force are experiencing retention issues at some level. Although retention bonuses, which aggregate in the millions, are growing each year, airmen are still experiencing dissatisfaction with their jobs. Representative Trent Kelly, a ranking member of the House Armed Services Committee, stated that "We need to clearly understand why service members are electing to get out of the military and to understand what would have kept them in the service."� GAO has pointed to several root causes, two of which consistently standout: quality of life and poor leadership.
