Military and civilian agencies are both challenged with complex interdependencies of critical incident and operations. Whether responding to an incident on a military installation that require multiple local/civilian response agencies, or when planning and executing an exercise where diverse organizations must interact to provide the desired impact, the need to see a common operating picture, in real time, is critical to success. Currently, technology tools exist to support the warfighter in military operations, yet these tools, as advanced as they are, have limited usability when utilized by one operator.
