Chiliad's Phase I effort will design enhancements, extensions, and integrations of a successful concept recognition and metadata generation capability, already deployed successfully across the FBI. This software provides enterprise-wide data fusion; contextual search; full text analysis; on-the-fly concept recognition; automatic metadata generation and extraction; dynamic knowledge navigation and discovery; and task-driven collaboration across decentralized information sources and servers. Having already purchased a worldwide enterprise license to Chiliad Discovery, the FBI has been pushing the technology envelope for dynamic analysis across distributed collections of full-text messages and documents, merged with structured data from relational databases. This software is deployed to a user community of over 6,000 in an operational system providing unified analysis over a classified network to more than 85 million full-text documents and RDBMS records across multiple Bureau programs. Enhancements will include the capability to import and export standards-based ontologies; additional user tools to enable analysts to easily and rapidly create new concept types and named entities for automated extraction in conformance with XML standards; Web Services extensions; and tight integration of COTS visualization software. These dynamic techniques provide more unified views by connecting the dots across distributed sources of unstructured and structured data located on multiple decentralized server systems to reveal and exploit explicit, implicit, and tacit knowledge and facilitate more informed and effective data-driven decision making

Chiliad's Phase II effort will implement and test enhancements and extensions of automated metadata generation capabilities designed in Phase I, and the tight integration of those capabilities with other software systems and applications. Some of the results of ChiliadĂ­s SBIR funded efforts have already been deployed in operational production systems across the FBI, within new releases of the BureauĂ­s enterprise license to Chiliad Discovery, serving the analysis needs of over 10,000 analysts and agents. The enhanced Chiliad Discovery software provides enterprise-wide data fusion; contextual search; full text concept mining; dynamic analysis; on-the-fly concept recognition; dynamic knowledge discovery and navigation; and task-driven collaboration across decentralized servers and distributed data collections located on different systems in different organizations. Users can analyze over 500 million full-text messages, documents, and Oracle database records simultaneously over a secure network. The proposed SBIR Phase II enhancements will include 1) the capability to import and export standards-based ontologies; 2) user-friendly tools for customer sites to create and customize new named entity extractors for XML standard compliant use with automated metadata generation; 3) Web Services and API extensions; and 4) tight integration with analysis, visualization, collaboration, Arabic and other foreign language morphological software, and other software packages, including particular software packages being used in the AFRL Collaborative Gateway (CG) Project to address multi-level security needs across security classification boundaries.
