The Joint Surveillance System Computer-Communications System (C-CS) provides mission-critical support to Region Operations Control Centers (ROCCs), Sector Operations Control Centers (SOCCs), and North American Aerospace Defense Command (NORAD). New mission requirements (drug interdiction) and new sensor/system developments exceed the scope of the original design and mission of the C-CS. As a result, there exists a need to upgrade the C-CS and ensure ongoing NORAD effectiveness. By conducting extensive research with the ROCC group at Hanscom AFB, AVD will explore methods to optimize C-CS performance, project capacity requirements, and analyze communications scenarios for both wartime and peacetime missions. AVD has extensive knowledge and capabilities for modeling advanced computer-communications systems, combining established simulation practices with a unique animation technique. The results of an AVD model will enable ROCC/SOCC command and control to produce valid operational statistics and then visually observe system performance using a full-motion, animated graphical representation on an ordinary PC. Upon completing initial research, AVD will demonstrate the feasibility of its simulation/animation technique by producing a working prototype of a selected high-payoff area. The principal investigator and senior engineer involved have extensive experience in simulation and modeling specifically related to computer and communications systems, and have published numerous works on the subject.

There is a need on the information super highway to be able to determine the performance of a proposed system. To achieve this, simulation has historically provided a methodology for testing configurations. However simulation takes much time and effort, requires a high skill set, and can be very inflexible. The results of this proposed Phase II effort is to create a simulation/animation generic engine that can have specific applications. The design will make creating configurations and analyzing the system simple, quick, and intuitive. the Phase II application for the simulation/animation engine will be the Joint Surveilllance System (JSS) Computer-Communications System. The JSS tool will be used in three ways. One use is to determine requirements for the JSS upgrade (spepcifically SOCC resources). The second use is to aid in American rapid deployment of operations centers (for instance the Gulf War). The third use is in the design stage of operation centers that the United States is developing for other countries. The results of an AVD model will enable the ROCC/SOCC command and control to create configurations which will produce valid opration statistics and then visually observe system performance using an interactive, full motion, animated graphical representation on a PC.
