The Joint Surveillance System Computer-Communications System (C-CS) provides mission-critical support to Region Operations Control Centers (ROCCs), Sector Operations Control Centers (SOCCs), and North American Aerospace Defense Command (NORAD). New mission requirements (drug interdiction) and new sensor/system developments exceed the scope of the original design and mission of the C-CS. As a result, there exists a need to upgrade the C-CS and ensure ongoing NORAD effectiveness. By conducting extensive research with the ROCC group at Hanscom AFB, AVD will explore methods to optimize C-CS performance, project capacity requirements, and analyze communications scenarios for both wartime and peacetime missions. AVD has extensive knowledge and capabilities for modeling advanced computer-communications systems, combining established simulation practices with a unique animation technique. The results of an AVD model will enable ROCC/SOCC command and control to produce valid operational statistics and then visually observe system performance using a full-motion, animated graphical representation on an ordinary PC. Upon completing initial research, AVD will demonstrate the feasibility of its simulation/animation technique by producing a working prototype of a selected high-payoff area. The principal investigator and senior engineer involved have extensive experience in simulation and modeling specifically related to computer and communications systems, and have published numerous works on the subject.
