The problem of predicting detection/identification probabilities for a small, mobile ICBM is to be addressed through a spectral model including target reflectivity, background reflectivity, solar irradiance, atmospheric transmittance/scattering, sensor sensitivity response, sensor spectral response, and detection/identification resolution criteria. The model is to use a fractal statistical basis for the synthesis of cloud data, dust data, haze data, and fog data into a working probability function.
