Project objectives are to develop an innovative method for estimating total logistics life cycle costs for Navy systems/equipment, provide for trade-off analysis between competing designs, and select the lowest logistics life cycle cost. This exploratory effort will produce a methodology for estimating each of the logistics cost drivers associated with each phase of the life cycle that can be tailored to the requirements of an acquisition program. Total life cycle cost will be derived as a compilation of life cycle phase costs for concept exploration and definition; demonstration and validation; engineering and manufacturing development; production and deployment; operation and support; and including deactivation and disposal or reclamation. The effort will utilize cost estimating relationship (CER) development techniques and parametric modeling for application to each of the ten logistics disciplines identifying a common set of parameters for different levels of system/equipment technology.

Small Business Innovation Research (SBIR) Project N92-038, Sponsored by the Naval Sea Support (ILS) Life Cycle Cost (LCC) Model. Objectives stated for this model development were to estimate system/equipment logistics life cycle costs to determine the cost of logistics plans and products. The Phase I research project established that because comparable systems/equipment have similar acquisition logistic support requirements, Logistics support cost estimating factors can be developed based on existing logistics support data and used to predict the cost of logistic support plans and products in similar acquisition programs. The Phase II study will refine the Phase I algorithm and create and automated model to accurately predict life cycle cost and compute the cost of required logistics plans and products. The Phase II effort will utilize cost estimating relationship (CER) development techniques and parametric modeling for application to each of the ten logistics disciplines identifying a common set of parameters for estimating costs of logistics plans and products at different levels of system/equipment technology.
