Government organizations have difficulty assessing and improving the quality of software systemsdue to limited visibility into system modularity and architecture quality.It isalso difficult to quantify the financial value of software quality.With increasing awareness that design quality reduces defects, improves performance, and reduces cost, the government needs better ways to assess quality early to reduce long-term total cost of ownership.Silverthread leverages the research of Alan MacCormack, Carliss Baldwin, and Daniel Sturtevant to assess code and architecture quality and correlate software systems quality to software system cost, agility, and maintainability. Through this assessment, Silverthread may be able to forecast cost, waste, schedule, etc., more specifically identify quality challenges, and make recommendations that will improve the ROI of software systems investments in maintenance, re-write, and refactoring.;
