The trend over the last several years is fewer businesses supplying manufactured products. Thus, by supply and demand, the cost of military hardware has increased with less competition. Furthermore, amortized cost of the qualifying a new product becomes cost prohibited resulting in non-competitive bids compared to historical averages. DLAs Replenishment Parts Purchase or Borrow program supports reverse engineering for products without a technical data package. It is designed to allow vendors to visually inspect, borrow or purchase Government owned material with the intent of becoming an Approved Source. The normal expected result of reverse engineering is the creation of a technical data package using the SAR checklist. This achieves the ultimate goals of this SBIR solicitation, which is to enhance competition, lower costs, and improve lead times by developing and locating alternative sources of supply and manufacturing. BRO plans to utilize its engineering services experience in design, analysis, testing and hardware to reserve engineer the LIGHT, DOME: NIIN 015639517 and submit a SAR technical data package for approval to become an Alternate Approved Source.
