Tucson Embedded Systems proposes an intelligent agent based software system for ISR collection management and optimization. The proposed system, Radiant Focus, uses intelligent agents that can be distributed across an enterprise in computational engines to accelerate, automate and optimize the collection of intelligence. The proposal provides a CONOPS for Radiant Focus, and outlines all of the major software subsystems within the Radiant Focus Framework. The proposal also describes how software development processes will be used to manage the development of Radiant Focus with deliverables for Phase I of Requirements Specification, Software Architectures, and a Functional Descriptive Framework of Radiant Focus System and all sub systems. Benefits Statement Radiant Focus will provide the US Army a software framework and associated subsystems for ISR collection management. The subsystems of Radiant Focus each performs specific tasks within the ISR collection management and optimization objectives. A collection requirements engine will intake collection requests and prioritize collection requirements into a master order of merit list. An environment model will provide environmental constraint functions for NAI/XOI such as Line of Sight (LOS), Radio Hear-ability (Link Budget) and Obscurants/Attenuators. Target Entity Models provide models of observable phenomena of entities. Sensor Asset models provide models of sensor capabilities
