US Army Corps of Engineers (USACE), Engineering Research and Development Center (ERDC) Contracting Office intends to solicit on a sole source basis to Hipertex Armor Group, LLC, 1954 Halethorpe Farms Road, Baltimore, MD 21227 for concrete products and materials to be used as mitigation options as part of the Joint Capability Technology Demonstration (JCTD).
Hipertex Armor Group, LLC is the only known source capable of meeting the Government's requirements. Hipertex is the only company capable of providing the highly specialized, unique concrete created with materials indigenous to the Pacific Rim.
The Government intends to procure from only one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition per FAR 12. This is not a request for competitive proposals and no solicitation is available. Oral communications are not acceptable in response to this notice. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 12:00 PM CST, 24 September 2012. Interested parties may submit information for consideration by the government to: Markeda.L.Mims@usace.army.mil with the solicitation number in the subject line.
